The cause of stiffness in laundry is usually that too much detergent has been left in the clothing. To make your towels softer, use less detergent than normal, and add white vinegar to the first rinse cycle. You may also want to add an extra rinse cyle when washing towels. I would like to suggest that you run your towels through an extra rinse cycle after washing them. Add about 1 cup of white vinegar to that final rinse. You'll be surprised at all the additional soap that rinses out!
use baking soda or borax in the wash cycle with your usual laundry soap. also, you can use vinegar in place of of the usual liquid fabric softner during your rinse cycle. it's cheaper, there's no residue, and your clothes smell fresh (the vinegar smell evaporates as the clothes dry).

Start with good towels, hotel quality Egyptian combed cotton. You'll pay good money. Wash them with detergent and follow up with fabric softener sheets in the dryer.
